TEx Program Management Team (TEx PMT)
The terminal improvement project management team, which has responsibility for managing and implementing the program, consists of Port of Oakland/Oakland International Airport staff supplemented by the JTB Airport Alliance to provide program management consultant support.

Along with developing the program size, concept and theme, the terminal improvement project team has performed a number of studies necessary to implement the program, including such topics as delivery and contracting methods, program cost, affordability and financing, schedule and phasing, market analysis and concession planning, art program implementation and other subjects.
