State of California officials use the 65 decibel (dB) Community
Noise Equivalent Level (CNEL) contour to define an airport's
noise impact area. The 65 dB CNEL contour is an annual average
noise measurement that is continually validated by noise abatement
specialists and acoustical consultants using ANOMS and the
FAA's Integrated Noise Model (INM). Included in the annual
average is a stricter penalty noise rating for operations
during evening hours (between 7 p.m. and 10 p.m.) and an even
higher penalty noise rating for operations during nighttime
hours (between 10 p.m. and 7 a.m.). Homes located within the
airport's 65 db CNEL are eligible to participate in the Airport's
Sound Insulation Program. The Airport is currently in the
process of sound insulating over 600 homes in Bay Farm Island.
Five schools in San Leandro and San Lorenzo will be insulated
when the Airport Development Program begins.
